From Reactive to Preventive Maintenance: What the Data Actually Says
"Reactive vs. preventive" is shopworn as advice. The useful version is quantitative: which components benefit from preventive maintenance, by how much, and what cadence does the engineering literature actually support.
The underlying standard
The American Society for Testing and Materials (ASTM) E2018 Standard Guide for Property Condition Assessments and the related E2019 Standard Practice for Permanent Underwater Inspections of Existing Underwater Cast-in-Place Concrete Structures set the inspection methodologies most reserve studies follow. The Building Owners and Managers Association (BOMA) Preventive Maintenance Standards and the International Facility Management Association (IFMA) benchmarking data quantify maintenance cost per square foot by building type — useful sanity checks when scoping work.
Component life — what to actually plan around
Reserve studies use industry life tables that have been remarkably stable for two decades. Rough useful lives (the median assumption used by reserve specialists; varies by climate and quality of installation):
- Asphalt shingle roof — 20–25 years. Architectural shingle 25–30. National Roofing Contractors Association (NRCA) recommends biannual professional inspection; the failure pattern is granule loss at year 15 and seal failure at year 18–20.
- Built-up / modified bitumen roof — 15–20 years. Inspect quarterly for ponding water; ponded water more than 48 hours after rain is the leading root cause of premature failure (NRCA).
- Asphalt parking lot — 20–25 years with seal-coat every 3–5 years and crack-seal annually. Skipping seal-coat cuts useful life by 30–40% (Asphalt Institute MS-16).
- HVAC — central — 15–20 years with quarterly filter changes and annual professional service. Failure cost is heavily front-loaded: a $200 service contract catches the $400 capacitor before it takes out the $1,800 compressor.
- Wood deck — 15–20 years with stain/seal every two to three years.
- Pool plaster — 8–15 years (white plaster shorter, quartz/pebble longer); pool equipment 8–12 years; pool deck 15–25 years depending on surface.
- Elevator — 25–30 years with modernization; full replacement 40+; annual safety inspection and monthly maintenance required by most state codes.
- Exterior paint (stucco/wood) — 7–10 years.
- Concrete (sidewalks, slabs) — 30–50 years; spalling and trip hazards are the recurring maintenance, not replacement.
Preventive maintenance — minimum schedule
What the literature and credentialed reserve studies consistently include:
- Roofs — professional inspection every 1–2 years; semi-annual gutter cleaning; storm-event walk-downs.
- HVAC — filter change quarterly (or per manufacturer); coil cleaning annually; full service spring and fall.
- Plumbing — annual back-flow preventer testing where required by local water authority; quarterly water-pressure check on common-area lines.
- Electrical — infrared scan of main panels every three to five years; GFCI test annually; emergency lighting test monthly per NFPA 101.
- Fire/Life-Safety — annual fire-alarm inspection and sprinkler test per NFPA 25; monthly extinguisher visual; annual extinguisher service. These are code requirements, not optional.
- Elevator — monthly maintenance contract; annual state safety inspection (ASME A17.1).
- Pool — chemical balance multiple times daily during season; monthly equipment inspection; annual deep clean.
- Landscape — irrigation audit twice annually; tree inspection annually (ANSI A300 standards); root-zone evaluation on mature trees within 20 feet of structures.
Tracking that holds up
The work-order record for every preventive task should contain:
- Asset identifier and location.
- Task description, scheduled date, completed date.
- Technician / vendor and certificate-of-insurance status at the time of work.
- Photos before and after for visible-condition tasks.
- Materials and quantities used.
- Cost.
- Recommendations for next service.
Twelve months of these records turns into the most honest input to next year's operating budget — and the most useful input to the next reserve-study update.
Two failure patterns to recognize
- The "deferred maintenance pile." Small jobs delayed until they aggregate into a capital project. A spalled walkway plus an irrigation leak plus a gate-motor lubrication ticket, all deferred, becomes a $40K capital line in next year's reserve update.
- Inspection without follow-through. A 30-page inspection report with no work orders generated is a liability multiplier. If you know about a condition and don't act, the standard of care rises.
